Earlier this year, Governor Christie signed legislation raising the minimum age to purchase tobacco products in order to give young people more time to mature and develop a better understanding of how dangerous smoking can be. The law provides additional public health protection by including electronic smoking devices, which also deliver nicotine and other toxic substances. This is especially critical given that more than 12 percent of New Jersey high school students report using e-cigarettes.

Cigarette manufacturers, at that time dominated by American Tobacco, developed extensive lobbying efforts against these new laws.11 Between 1890 and its court-ordered breakup in 1911, American Tobacco filed lawsuits challenging legislation that banned the sale of cigarettes, as well as recruited allies from the railroad industry, newspapers, and retailers to lobby on its behalf against license fees and tobacco bans.11 A historian of the Progressive Era noted in her book Cigarette Wars that the company had a reputation for attempting to bribe state legislators:

Other states, such as California and Washington state, have also pushed for anti-tobacco bills that aim to impose new restrictions on tobacco use, especially on e-cigarettes, which are popular among underage smokers.

This summer, Hawaii became the first state to approve increasing the smoking age from 18 to 21 starting Jan 1. A similar measure passed the California Senate, but stalled in the Assembly. And nearly a dozen other states have considered bills this year to boost the legal age for buying tobacco products.

Supporters say hiking the legal age to 21 not only will save lives but will cut medical costs for states. But opponents say it would hurt small businesses, reduce tax revenue and violate the personal freedom of young adults who are legally able to vote and join the military.

Measures to raise the smoking age to 21 also were introduced this year in Massachusetts, New York, Oregon, Rhode Island, Utah, Vermont, Washington and the District of Columbia, according to the Preventing Tobacco Addiction Foundation, an advocacy group aimed at keeping young people from starting to smoke. Iowa and Texas considered measures to increase the legal age to 19. None of those bills passed. And just last week, a Pennsylvania legislator introduced a bill to up the minimum age there to 21.

Supporters also point out that 21 became the national legal drinking age after President Ronald Reagan signed legislation in 1984 that forced states to comply or risk losing millions of dollars in federal highway funds. That has resulted in reduced alcohol consumption among young people and fewer alcohol-related crashes, national studies have found.

Stores that sell tobacco products and e-cigarettes also fear the effect. The Hawaii Chamber of Commerce opposed the measure there. And Bill Dombrowski, president of the California Retailers Association, suggested that raising the smoking age would simply drive young people to the black market.

Momentum increased as cities and states across the nation began to increase their legal sales age for tobacco products, including e-cigarettes. Nineteen states and DC passed Tobacco 21 laws. Since passage of the federal law, 14 more states have passed laws increasing their state legal sales ages to 21 as of November 2020.

Tobacco 21 is an important component of a comprehensive public health approach to reducing tobacco use. In addition to Tobacco 21 we need to eliminate all flavored tobacco products, stop online (remote) sales and increase taxes on all tobacco products including e-cigarettes. In addition, FDA must begin its premarket review of all e-cigarettes, hookah, cigars and pipe tobacco.

Gov. Phil Murphy on Monday signed three bills into law, a package of "enabling legislation" that puts the constitutional amendment overwhelmingly supported by voters last year, making New Jersey the 13th state to legalize weed for adult use.

And while marijuana is only legal for adults over 21 years old, a third legal weed law essentially decriminalizes both underage marijuana and alcohol use. Even if they observe the underage person using marijuana in plain view, they can't conduct a search.

From November through January, New Jersey police officers made over 6,000 arrests for possession of under 50 grams of marijuana. Despite the ballot measure passing and the Jan. 1 effective date, the drug remained illegal until the legal weed bills were signed into law.

"There wasn't a decrease in arrests at all," Lomurro said. "There was a decrease in the prosecution of those cases. The prosecutors recognized the cases weren't going anywhere and would drop the cases, but the general posturing by police was, 'until this thing is legal, it's illegal, and that's it.'"

In Mississippi, beer is a malt-based beverage that has no more than 8% alcohol by weight. Beer that has alcohol content greater than 8% by weight is not legal in Mississippi. Products that are wine-based and the alcohol content is less than 5% by weight are regulated like beer. These are called light wine products and are seen in the market typically as wine coolers. Beer and light wine cannot be sold in package stores. Likewise, alcoholic beverages cannot be sold in convenience or grocery stores.
